SERVICE AS A COMMISSIONED LAY PASTOR

STRATEGY FOR DEPLOYING CLPS
Once an Authorized Lay Preacher is certified by CPM as ready to be commissioned as a Commissioned Lay Pastor, oversight of deployment passes to the Committee on Ministry.

In the Presbytery of Kiskiminetas, the decision to place a Commissioned Lay Pastor in a congregation is determined by Presbytery strategy and discernment of the future of the congregation.

APPROPRIATE SETTINGS FOR CLPS
Commissioned Lay Pastors are assigned to congregations:
Where the congregation has potential for vitality in ministry, but where resources are too limited to call a Minister of Word and Sacrament. In Kiski Presbytery some clps are serving as pastors of solo or yoked charges
As interim Lay Pastors in churches where it is not possible to place a trained Interim Minister of Word and sacrament.
As part of a ministry team in situations where the services of a Commissioned Lay Pastor would enhance the work of a staff
As a pastoral assistant to a "tentmaker" Minister of Word and Sacrament with other employment
As chaplains at resident care villages or other settings

INAPPROPRIATE USE OF CLPS
The Committee on Ministry seeks to avoid assigning Commissioned Lay Pastors in situations where the assignment would not be healthy for the congregation.

COMPENSATION AND TERMS OF EMPLOYMENT
1. Commissioned Lay Pastors are compensated by the congregation they serve at the Presbytery rate of $10.50 per hour.
2. This rate does not include sermon preparation, which is compensated at the Presbytery Pulpit Supply rate ($80 if preaching for one service; $100 if preaching at 2 churches or at 2 services in the same church)
3. The CLP is compensated at the IRS maximum allowed rate for mileage from the place of employment to ministry destination
4. The CLP is given a continuing education allowance of $400/year, prorated by the quarter
5. The CLP is given 1 week of study leave and 2 weeks of vacation, prorated by the quarter
6. The congregation is encouraged to establish a book allowance
7. The CLP is not permitted to establish a contract for more than 20 hours per week.
8. The CLP contract is reviewed annually by the Committee on Ministry.
